In Vietcong (and many other games) EAX and Surround-Sound can only be activated when you enable Hardware-Mixing.
That Harware-Mixing again is dependent on the Hardware-Abstraction-Layer which was removed from DirectSound with Windows Vista and never reintroduced.
Also when you wanted to have EAX working properly in Vietcong you were restricted to using an Audigy or X-Fi soundcard.

Good news is there are people who created a workaround for these issues.

And I found a build that works with Vietcong https://www.moddb...tf-mod-v14
You will only need dsoal-aldrv.dll and dsound.dll from that zip.
Put them in your Vietcong main folder, in the game's sound-options uncheck Software buffers only, uncheck Disable EAX, move the Sound Quality-slider all the way to the right.

Now you should have reverb based on the environment you are in.

Additionally there is one more nice feature that you can enable but it does require some fiddling.
With this stuff I made 5.1 surround sound in Vietcong sound extremely convincing on my stereo headphones.

There is a readme and it suggests multiple options where to place which dll.
I needed multiple tries and unfortunately I don't remember what variant finally worked for me.
For reference these are my settings in alsoft-config.exe
