I think this "icon" signalize that you have a lag (to high response from server aka ping). It´s depend from yours internet connection or may be from location of server or yours location. It has nothing to do with the NO-CD. It signalizes bad and unstable connection to the server. If this happens on every server you join, then it's definetly problem in the network of your ISP (or in your home). If this happens on certain server(s) only, then check the location of the server.
